You need first contact the Federal Communications Commission at https://consumercomplaints.fcc.gov/hc/en-us Look on the left side of the page and it will list devices such as telephone, internet etc. The FCC will require a response from your service provider within 48 hours.

If the issue involves billing/money or just poor service you also need to contact these 3 agencies:

Texas Attorney General at https://www.texasattorneygeneral.gov/consumer-protection/file-consumer-complaint

Federal Trade Commission at https://www.ftc.gov/faq/consumer-protection/submit-consumer-complaint-ftc

Better Business Bureau at https://www.bbb.org/consumer-complaints/file-a-complaint/get-started
